טיל המטרה שוגר ממשטח שיגור ימי, 300 מייל מערבית לשדה הניסויים הפאסיפי, PMRF. עמדת השיגור היא מי שהייתה מוכרת כספינה LPH-10 טריפולי. המטרה הוגדרה כ-A short range, unitary, .ballistic missile, Scud-like, target . למיטב זכרוני "לוקהיד מרטין" מייצרת את טיל המטרה.

מי שמרכז את רוב העבודה בנושא זה "לוקהיד מרטין" כחלק מ- Targets and Countermeasures Program. מי שמייצר את רוב המטרות זו חברת Orbital. יש לא מעט דגמים של טילי מטרה. ביחס לטיל הספציפי ששימש בניסוי FTM-14, הרי שאני לא יודע מהו ובפירסומים הרשמיים הוא לא מצויין.
