These signets are rewards for item donation quests that are only available during the Ahn'Qiraj "War Effort." This happens exactly once per realm, and takes about a month or so (depending on player dedication). A total of approximately 3.8 million items must be donated.

When you donate the needed specific items (e.g., runecloth bandages, medium leather, peacebloom), you are given one to ten signets. The first time you donate a stack of a given item type, you get ten signets. Successive stack donations of that item yield one to ten, depending on "level" of the item. (Runecloth bandages net ten each time, whereas linen bandages only net one signet for the repeat donations, for example.)

In addition to the signets, you are rewarded with a scroll, and a piece of random green gear (of a level roughly corresponding to what you donated). When turning in low-level items the grear reward is sometimes white. When turing in higher level items, once in a while you get a bonus blue item.

The signets can be redeemed for more random treasure, or they can be redeemed for reputation points toward any of the four capital-city factions. Redeeming one signets grants five points. Redeeming ten signets at a time grants 75 points.
