Government actions created a threatening atmosphere for some religious minorities, especially Baha'is, Jews, and evangelical Christians.

All women and Baha'i men were excluded from the equalization provisions of the bill. According to law, Baha'i blood is considered "Mobah," meaning it can be spilled with impunity.
