"To answer your later question, Nvidia USED TO make their own decoder (the purevideo decoder) software, designed to work with their purevideo enabled graphics cards. Of course, you had to purchase this decoder additionally from nvidia, and they've ceased developmental work on the decoder itself *coughs* leaving it in a state with some recent problems/bugs.
What nvidia are doing now is the samething ATI (AMD) is/has been doing. In general: the video cards are capable of hardware acceleration. Having the proper drivers will enable this hardware acceleration (so the newest hardware and vista OS suffers from maturity issues). Third party programs, such as PowerDVD or WinDVD, can then configure their own decoders to take advantage of this hardware acceleration. Neither vendor provides their own decoder software anymore"
